
Objective
The main objective of the assignment is to systematically assess the level of digital preparedness within
private healthcare institutions in Bosnia and Herzegovina by evaluating digital literacy levels and attitudes
towards the utilization of digital technologies in daily operations among healthcare employees. This
assessment aims to generate actionable insights that will guide the development of targeted educational
and training programs, thereby enhancing the digital competencies of healthcare workers to meet current
and future challenges in the healthcare sector.
Scope of Work
Activity 1. Submission of the Inception Plan
At this initial phase, the Service Provider is tasked with submitting an Inception Plan. This document should detail a comprehensive timeline for executing key activities and highlight any proposed additions or modifications to the pre-existing survey instrument developed by the HUB, reflecting insights gained from preliminary discussions with relevant stakeholders or adjustments necessitated by changes in the operating environment. The Inception Plan will undergo a thorough review and must receive approval from the designated unit. This plan is expected to adhere strictly to the delivery schedule established in the Terms of Reference, ensuring alignment with project goals and timelines.
Activity 2. Administration of the Survey
Following the approval of the Inception Plan, the Service Provider will proceed with the administration of the pre-developed survey with carefully crafted questions, employing the assessment methodology that aligns with the best practices and models recommended by the EU. This stage is pivotal for gathering comprehensive data from a target group of 150 to 200 employees across 25 diverse private healthcare institutions. The selection process will ensure a representative sample that captures national diversity and spans a broad spectrum of healthcare services, including polyclinics, clinics, and medical laboratories. The primary aim of this survey is to assess digital literacy levels and the attitudes of healthcare employees towards utilizing digital technologies in their daily tasks. The insights gained will be instrumental in customizing future educational and training programs to address identified needs effectively.
Key additions for this stage:
Pre-Survey Training: The Service Provider will include a brief training or orientation session for the survey
administrators to ensure consistency in data collection and to address any potential questions or concerns
from respondents effectively.
Pilot Testing: Before full-scale administration, the Service Provider will conduct a pilot test of the survey
with a small segment of the target population to identify and rectify any issues with survey questions or
methodology.
Data Privacy Compliance: The Service Provider will emphasize the adherence to data protection and privacy
laws, ensuring that respondent confidentiality is maintained and that data handling practices comply with
relevant regulations.
Stakeholder Engagement: The Service Provider will maintain open communication with the healthcare
institutions involved, providing them with clear information about the survey's purpose, methodology, and
how their contributions will be used.
Feedback Mechanism: The Service Provider will establish a feedback mechanism to allow respondents to
share their experiences or concerns regarding the survey process, enhancing the quality and efficacy of
future survey administrations.
Activity 3. Evaluation of Digital Literacy Levels
This stage mandates the Service Provider to undertake an evaluation and analysis of the data harvested
from the survey. The aim is to delineate an accurate assessment of digital literacy among healthcare
employees, paving the way for discerning actionable insights. The Service Provider will implement both
quantitative and qualitative data analysis techniques to dissect the survey data comprehensively. This dual
approach ensures a holistic understanding of digital literacy levels, encapsulating numerical data trends and
the nuanced context behind these trends. Moreover, the Service Provide will also leverage sophisticated
data visualisation tools to illustrate findings effectively. Graphical representations such as charts,
heat maps
, and graphs can uncover patterns and insights that might be less apparent in raw data, facilitating a
deeper understanding for all stakeholders.
Key analysis for this stage:
Cross-Sectional Analysis: The Service provider will perform a cross-sectional analysis to explore differences
in digital literacy across various demographics, job roles, and institution types. This nuanced breakdown
can reveal targeted opportunities for intervention that a more generalized analysis might overlook.
Integration of Comparative Analysis: Where applicable, the Service Provider incorporate comparative
analysis with similar studies or benchmarks from other regions or sectors. This comparison can provide a
valuable perspective on the standing of digital literacy within the private healthcare sector in Bosnia and
Herzegovina, relative to global or regional standards.
Gap Analysis: The Service Provider will conduct a thorough gap analysis to identify specific areas where
digital literacy falls short of desired levels. This analysis should also highlight areas of excellence, providing
a balanced view of the current landscape.
The Service Provider will meticulously document the evaluation methodology, analyses performed, and
findings obtained. This documentation is vital for transparency, reproducibility, and for informing future
research and development activities.
Activity 4. Consolidation and presentation of the study findings
Following the comprehensive assessment and meticulous analysis of the results, the Service Provider is
tasked with the consolidation of all findings into a final evaluation report. The final report and the study
findings should be presented in a structured manner, segmenting the data analysis results according to
different dimensions explored during the study (e.g., number of employees per institution, types of
healthcare institutions). The Service Provider will use data visualizations to enhance readability and
facilitate understanding.
The Service Provider is expected to attach relevant appendices that may include the survey instrument, raw
data (anonymized and aggregated to protect privacy), and any other supporting documents that
contributed to the analysis.
Minimum Eligibility and Qualification Criteria
Eligibility and Qualification will be evaluated on Pass/Fail basis.
Legal Status: Vendor is a legally registered entity (Legal registration documents submitted)
Company Profile: Bidder information (Company Profile, which should not exceed 5 (5) pages, including printed brochures and product catalogues relevant to the goods/services being procured)
Previous Experience: Minimum 3 contracts of similar nature and complexity implemented over the last 5 years. (Contracts /client statements on satisfactory performance/other relevant documents confirming satisfactory delivery of results submitted)
Financial Standing: Bidder must demonstrate the current soundness of its financial standing (Income statement and balance sheet for the year 2022 and 2023 and/or other relevant documents demonstrating current soundness of financial standing)
